June 1994-present - Principal Consultant, Computer Concepts and Methods
Engagements have included:
* Data manipulation, analysis, and reporting of reliability statistics for naval
aircraft. Developed methodology for manipulating raw data and using Microsoft
Access and Excel for display, statistical analysis, and charting of results.
Currently porting Fortran data analysis programs into a Visual Basic GUI application.
* Design and implementation of a Microsoft Access sales database for tracking of
sales contacts, proposals, jobs, and spare parts orders for an industrial
equipment manufacturer, including interfaces to Microsoft Excel for engineering
data and to Microsoft Word for report production. Extensive gathering and
analyzing of functional requirements. Developed test cases and test checklist
for each form and report comprising the database. Developed user and system
documentation and training materials and conducted training sessions.
* Implementation of Crystal Reports modules and SQL Server queries for an
insurance claim tracking system.
* Design and implementation of a Microsoft Access quality assurance tracking
system for a firm that manufactures equipment for the semiconductor industry.
* Design and implementation of Microsoft Access and Microsoft Excel based
interface for end user reporting and charting.
* Design and implementation of an Oracle/Visual Basic/Excel application for
tracking logistics cost savings and return on investment analysis. Used
SQL*Plus, PL/SQL and triggers extensively. Developed integration and system
testing scenarios used in initial program development and in migrating from
Windows 3.1/Novell to Windows NT.
* Development and enhancement of FileMaker Pro databases for various small

Designed and implemented an extensive customized Laboratory Management
Information System (LIMS), including a laboratory management component for
sample tracking and results analysis, an inventory tracking component, for
ordering and stocking laboratory supplies, and an industrial waste component,
for monitoring and permitting industrial waste water usage, using ORACLE and
CASE tools for a UNIX-based target machine. Interfaced with geographically
separate implementation staff, including several subcontractors. Responsible for
all documentation and training.
Integrated an ORACLE front end application with an imaging package for records
management.
Integrated and enhanced a Commitment Accounting System, an ORACLE-based database
for tracking research funds.
Supervised various information management tasks for U.S. Environmental
Protection Agency clients, including system conversion/development, life cycle
strategic planning, data administration and modeling, records management,
security planning, and electronic bulletin board systems evaluation. Used
PC/PRISM as a planning and analysis tool. Developed methodology for handling
security through all tasks of the system life cycle. Developed methodology for
system evaluation.
Instructor for ORACLE database training sessions. Developed course materials for
SQL*Plus, SQL*Forms, SQL*Report, SQL*Loader and Easy*SQL and conducted training
classes.
January, 1987-January, 1989 - Section Manager, Roy F. Weston, Inc.
Responsible for designing and implementing, Weston's Technical Information
Management System (TIMS), a customized user-friendly package designed for DEC
VAX and IBM PC equipment, which integrates an ORACLE database, various ground
water models, the SAS Statistical Analysis package, and the CPS-1 numerical
analysis and plotting package. TIMS was used in remediation of environmental
pollution and hazardous waste disposal. It supported a large database containing
borehole and well information, soil and water samples and their chemical
constituents, environmental parameters, topographic and soil properties data,
and mapping information. The software included data entry screens, batch loading
procedures, quality control procedures, and reporting and analysis modules.
Efforts have included both system design and user documentation as well as
development of in-house and client training sessions. Integrated TIMS with
various Geographic Information Systems (GIS).
January, 1985-January, 1987 - Systems Analyst, Roy F. Weston, Inc.
Analyzed information systems needs and developed plan for automating water
resource engineering and administrative procedures and upgrading computer
hardware and software. Used comprehensive Information Engineering techniques for
developing recommendations and documenting current and proposed systems.
Served as a Task Leader on design of the Operations Reporting System development
for WESTON Corporate Information Management, using EXCELERATOR as a design and
documentation tool.
Evaluated database management packages and developed technical database for
life-cycle costing for storage of nuclear waste.
January, 1977-January, 1985 - Computer Scientist, Planning Research Corporation
Software Manager responsible for designing and implementing an interactive,
graphics ocean surveillance analysis system, written in assembly language for a
military minicomputer. This project was part of the Naval Intelligence
Processing System (NIPS), an aircraft-carrier-based system supporting naval
intelligence personnel. The software included the executive and memory
management functions, user interface, database manager, graphics display of
strategic platform identification and landmass outlines, incoming message
recognition and storage, and navigational calculation commands. Also responsible
for client liaison, software development and debugging tools, program
documentation, testing, and trouble resolution. Used VAX 11/780, particularly
MTASS, for software development.
July, 1974-January, 1977 - Programmer/Analyst, KETRON, Inc.
Responsible for Resource Cost Aggregation Program (RECAP), a series of analysis
programs and a simulation model for naval aircraft maintenance and support
costs, written in FORTRAN.
Also responsible for database, design and implementation of FORTRAN error
checking, update and analysis programs for industrial engineering study of
underground, conventional coal mining techniques for the Bureau of Mines.
January, 1974-July, 1974 - Programmer, Keystone Computer Associates
Wrote computer program performance specifications and test plans for CV-TSC
antisubmarine warfare tracking system.
