Kathryn Hoffman

Overview

Ms. Hoffman has more than 19 years of experience in Software Evaluation, System and Software Requirements Definition, Requirements Analysis, Independent Verification and Validation, Software Engineering, system test and evaluation. She is an expert in rapid prototyping, object-oriented design and development for both commercial and federal customers including the FBI, U.S. Coast Guard, and MCI. Her experience includes development using FoxPro, C, MS Access, HTML, and Excel in a Windows 2000/NT environment. Ms. Hoffman has worked for the past 15 years as an independent consultant, working out of her home. Ms. Hoffman is a focused, hardworking individual with excellent written and verbal communication skills. She has strong organizational skills, and works well independently as well as in team environments.

2004 - 2005: Senior Systems Developer

Ms. Hoffman helped to develop the automated Work Order and Accounting system for ACE Temporaries using MS Access 2000. This is the same database system listed below that was developed using Visual FoxPro. This new system included all the same features as listed below, but also included new more complicated functions and reports. Ms. Hoffman helped develop complicated functions and procedures for this new system using Visual Basic for Access.

1999 - 2001: Senior Systems Developer

Ms. Hoffman developed the automated Work Order and Accounting system for ACE Temporaries using Visual FoxPro. This database tracks all employees, customers, work orders, timesheets, paychecks and all company accounting and tax information. It produces various accounting reports, work orders, and timesheets as well as calculates and prints all paychecks.

1999 - 2000: Senior Systems Developer

Ms. Hoffman developed the FBI's automated Uniform Crime Reporting system prototype using MS Access. This database tracks all crime, location, city and population statistics for the entire US. It produces various crime reports and calculates more accurate estimations of crime figures for missing crime data. This system was used as a planning/development tool for developing an on-line statewide system for estimating and reporting more accurate crime statistics.

1998 - 1999: Senior Systems Developer

Ms. Hoffman developed the FBI's automated Uniform Crime Reporting system prototype using MS Access. This database tracks all crime, location, city and population statistics for the entire US. This system was used as a planning/development tool for developing an on-line statewide system for estimating and reporting more accurate crime statistics.

She developed the Coast Guard Battery Reclamation database system prototype using MS Access. This database tracks all locations for all lighted navigational river buoys under the U.S. Coast Guard's jurisdiction, and the progress of the recovery of all old batteries from the bottom of the rivers, as per a requirement by the Environmental Protection Agency. Ms. Hoffman developed the first level of data entry screens and databases as well as the data entry quality assurance checking features. She also developed a SQL based report that queries the database for 150 different quality assurance criteria and produces an in-depth, query results report, to ensure a high quality of data integrity.

1994 - 1998: Senior Systems Developer

Ms. Hoffman designed and developed a multi-user Visual FoxPro Sales & Installs Database System running on MS NT for MCI. This system tracks Partner Marketing's various marketing programs and their associated promotional campaigns. It tracks all of the Center Sales and Installations for Inbound and BRE centers. The information is imported into the system by various Excel files and report format functions. Information is imported on a weekly basis from call centers such as Phoenix, Colorado Springs, Hunt Valley and Sargent Bluff. An extensive information reporting section was developed using SQL and xBase. It included such reports as, Weekly, Monthly, Period-To-Date and Quarterly Sales Reports in both detail and program levels, Specific Time-Frame Reports in both detail and program levels, as well as Tactic Summary Reports in both the detail and program levels. All reports included options for outputting calculation results for all the data in the database and for filtering data by specific promotional offers, calling centers and specific time-frames of data collection. Reporting includes many data calculations such as the total number of promotions mailed, total calls handled, total sales, total installs, response rates, install rates, as well as some cost analysis figures. This system currently has thirty-five on-site users.

Ms. Hoffman designed and developed the MCI Undercover Marketing Database System using MS Access. This system tracks MCI employees nationwide performing marketing tests using other local and long distance carriers, amounts of monthly phone bills, ratings of customer service and response times of sales and installs information. SQL queries were developed to produce a variety of tracking reports.

Ms. Hoffman designed and developed a Telecommunications Contact Database System using MS Access for the Winstar Corporation. This system is used to collect customer contact information such as name and address, as well as all information regarding customer current local and long distance carriers, approximate local and long distance costs and Winstar advertising information. She designed and developed data entry screens, a password security function as well as reports, such as welcome letters, customer proposals, and supervisor/employee contact tracking reports. SQL was used to produce the system reports.

Ms. Hoffman designed and developed a Proposal Management System in Access for Windows 95 using MS Access, SQL and Visual Basic for Access for a telecommunications company ACSI. This system stores information on Sales Representatives, potential customers, and detailed telephone access and service charges for ACSI and for regional bell phone companies nationwide. This database system runs on a LAN and is accessed nationwide by sales representatives for ACSI. The system allows sales representatives to create a Proposal report package including personalized cover letters, promotional sales pages and a detailed breakdown of cost savings for every service offered by ACSI as compared with the new customer's current regional bell phone company. This Proposal report was created using SQL and Visual Basic commands.

Ms. Hoffman designed and developed a single-user Sales & Installs Database System in FoxPro. This system tracks MCI's various marketing programs and their associated promotional campaigns. It tracks all of the Center Sales, Installation and Disconnect information for Inbound and BRE centers. The information is imported into the system by various flat files and report format functions. Information is imported weekly from centers such as Phoenix, Colorado Springs, Boston, Austin, Arlington, and soon to be added Sacramento. Hundreds of calculations are performed on the data to produce more than twenty-five different tracking and sales reports. Many SQL queries were developed to download the results into Excel and Lotus files for use in other MCI database tracking systems and reports. The system was constantly modified and enhanced to track new types of data and produce new ad-hoc SQL queries. The system was later translated into FoxPro for Windows, and modified to be a multi-user system running under Windows NT.

Ms. Hoffman designed and developed a single-user Promo Cost Database System in FoxPro. This system tracks all the promotional costs for all the marketing programs in the Sales and Installs Database System. Cost and coding information is passed between the Sales & Installs System and the Promo Cost System. Many SQL queries were developed to download the results into Excel and Lotus files for use in other MCI database tracking systems and reports. This system will become part of the Sales & Installs System in Windows on the LAN.

She designed and developed a multi-user OMNI Database System in FoxPro. This is a revenue database system which tracks all the revenue issues for the marketing programs and promotional campaigns for the group. It performs hundreds of calculations to produce various levels of revenue reporting.

She developed a multi-user Action Plan/PDF Database System in FoxPro 2.6 Windows running under MS NT. This system is be used by Managers to set up their new marketing programs and promotional campaigns. It tracks all information about the marketing programs including offers, target audience, expected costs, projected mail quantities and dates, program start and end dates, 800 numbers, centers, and promotional codes. It produces various reports including the Action Plan Report, Program Matrix Report and the Program Development Form Report. This system automatically downloads coding information into the Sales & Installs System instead of being entered manually. The Sales & Installs System automatically downloads to the Action Plan System all mail quantity and drop dates. Also developed many ad-hoc SQL reports and SQL query results downloads to Excel files.

1992 - 1994: Programmer

Ms. Hoffman designed and coded as part of a team, for MCI's Consumer Markets Division in Crystal City, Virginia, an Expense Database System. This system was written in FoxPro and is used on a Novell LAN. This system tracks MCI vendors, PO's, invoices and payments. She designed and developed for MCI's Consumer Markets Division in Crystal City, Virginia the initial Sales & Installs Database System. She performed system research, wrote system estimate, designed, coded, and installed the system, as well as, performed system maintenance operations. This system tracks MCI's various marketing programs and their sales performance, installation numbers, calling cards, calling circles, mail drops and quantities. It pulls in data, via various import functions from Inbound centers such as Phoenix and Arlington. This system performs several hundred calculations to produce many different Inbound, BRE, mail drop and sales reports. Many SQL queries were developed to download the results into Excel and Lotus files for use in other MCI database tracking systems and reports.

1992 - 1994: Applications Developer

Ms. Hoffman designed and developed a Critical Care Tracking System using dBase IV for Fairfax Hospital Quality Assurance Group. This system was designed to be used on single user PCs located in each of the critical care units, Cardiac, ICU, Trauma ICU, Intermediate Care Unit, Pediatric ICU, and Neo-natal ICU. The database stored and tracked information on patients to determine most frequent admission diagnosis, discharge diagnosis, most common patient age and diagnoses, month, day and time of admissions as well as number of lines (IV, etc.) This information was then pulled to together using SQL to produce various reports to help the hospital determine nursing staff schedules, and inventory lists.

1991 - 1992: Applications Developer

Ms. Hoffman designed and developed a Time-Accounting Database System using FoxPro 1.0. for a small accounting firm. This system stored all accountant billing rates, hours and client information in order to automate client billing. This system also tracked accounts receivable information and produced various billing, accounts receivable and account write-off reports.

1988 - 1992: Programmer/Analyst

Ms. Hoffman designed and implemented PC-based, menu-driven system using FoxPro to track U.S. Navy ship availability status. Weapon costs are tracked by fiscal year, quarter, funding category, and funding document. The cost estimates are calculated automatically. Redesigned existing system residing in a System 2000 database on the CDC 8535 into a FoxPro relational environment. Developed the capability to perform ad-hoc searches and produce ad-hoc reports. This feature was developed by creating an SQL generating function, which generated the SQL necessary to run the ad-hoc report based on selections made by the user. The database system built the code necessary to run the SQL ad-hoc report. Contract Manager for project.

Ms. Hoffman developed PC-based, menu-driven relational database system using FoxPro that allows contractor and U.S. Navy Strategic Systems Program Office personnel to analyze contractual program requirements and modifications more efficiently. Users can view the affected contract paragraphs when creating or modifying contract modifications. This system produces a complete OD 21549A Contractual Technical Program Management Requirements report.

1986 - 1988: Programmer/Analyst

Ms. Hoffman provided maintenance programmer for Tactical Command and Control System Central Database System using 'C' and some INGRES. Her responsibilities included analyzed and implemented software system for enhancements/improvements, performed system testing, corrected software errors, performed configuration management tasks, developed/maintained independent databases, and performed database SQL Queries.
