Recent Accomplishments

Design and development of technical architecture for health care enterprise based on web services: WSDL, RESTful and SOAP-based services, SoaML UML Profile, WS-*, EDI X12 healthcare transaction sets, Rational Software Architect, and WebSphere Application Server Community Edition.

United States Army Telemedicine and Advanced Technology Research Center, Information Placement and Retrieval through the Nationwide Health Information Network (NHIN): Technical Lead of $2 Million R&D program to utilize the NHIN and CONNECT open source to exchange medical logistics information.

Dept of Homeland Security Immigration and Customs Enforcement Mission Information Interoperability: Technical lead with EVM responsibilities for $3 Million SOA infrastructure innovative R&D project which brought its technical solution to C&A.

NATO Intelligence Functional Services: key technical contributor to EU16M proposal to industrialize R&D prototypes and integrate capabilities into NATO C3I operational infrastructure via web services.

NATO, Intelligence Functional Services: past performance brought in 1 YR, 2 person contract worth $800k; able to convince client to enhance product, extending contract to $1.5 Million and deliver zero-defect product to SHAPE.

Dept of Homeland Security Customs and Border Protection Screening and Targeting Systems: Managed and grew account revenue from 2 people @$32K to 8 people @128K per month on 5-year program.

Experience

Technical lead of research and development effort used to determine the feasibility of exchanging medical resource information over the Nationwide Health Information Network (NHIN). Develop user experience to visualize the utilization, capacity, availability, and deployment of medical resources during catastrophic events: Google Web Toolkit, Google Map API, Web Services, Mash-ups and Mobile applications.

Provide data modeling, analysis, and database design of Metadata Registry supporting medical clinical trials. Support the transformation of medical information to/from multiple data formats, versions, and measurement units (XML, XSD, and XSLT). Improve productivity by using SPARX Enterprise Architect to reverse-engineer data models from relational and XML sources, and use the UML to forward engineer data designs to SQL (SQL Server).

The modernization of NATO’s suite of Intelligence Gathering and Dissemination applications resulted in a zero-defect product that met all of its mission needs, and reversed a decades-long trend of defects and disuse.  A simpler to maintain and easier to use product was produced.

Demonstrated the degree to which modeling and COTS can be reused and results leveraged to reduce the amount of custom Cargo Screening and Targeting programming necessary and focus more effort on value-added business logic.

Deliver and demonstrate a structured approach that integrates branch, back office, and on-line systems and applications so that bank customers enjoy a timely, accurate, and consolidated customer experience.  Capture internal compliance with both Patriot Act and Sarbanes Oxley regulations.

Provide an approach that Commissary store managers can use to ensure that contracted vendors deliver quality IT solutions that meet their operational needs.  Empowered stakeholders by providing them with cost-effective tools and techniques used to gain management visibility and control of vendors.  Defined and documented inventory optimization “Shelf-max” algorithms.

Separated medical laboratory testing and diagnostic services value-added applications from commoditized IT infrastructure to mitigate present and future risks and focus IT more on the business.  Provided architecture recommendation and implemented plan to model, implement, and test applications.

Deliver an interface-driven and component-based approach to develop semi-conductor manufacturing material movement systems and teach and guide the use of new technology to staff.  Model-driven approach and introduction of innovative technology resulted in delivery of system passing Intel’s rigorous Semi-conductor Fabrication requirements and industry standards.

Harvest and capture of requirements and systems design for automated semi-conductor wire bonding assembly equipment allowed the manufacturer to free-up technical resources which before were vital for its continued development.  The product architecture was opened up to leverage more contemporary technologies, standards, and resources than were previously possible.

Provide an effective approach to model and modernize NATO’s suite of Logistics and Stockpile Planning and Simulation applications.  Demonstrated an integrated and automated approach used to develop, test, and document applications.  A single modeling method and notation is used for disparate languages, environments, and technology platforms, and efficiently utilized by small O&M staff.
