Established and operated a software development and consulting company.
From May, 2002 to Nov., 2003 have been under contract through Modis/EDS to the VA to work
on the PFSS Billing Awareness/Billing Replacement projects. Led the Integration and Interface
team and prepared Requirements Analysis and documentation, Integration Plan, Encapsulation
Plan, Touch Point Analysis, SRS and SDD documentation.· Established Test Lab systems and
trained programming staff to maintain and support the test systems. Mentored new employees
in MUMPS and FileMan development as well as system management.· Provided SDD reviews, code
reviews, secondary developer duties for Integrated Billing patches. Advised on file structure
and development within the project. Provided advice and assistance to eight ancillary teams
in development of their Billing Awareness modules.
From Nov., 2003 to present have been under contract through Modis/EDS to the VA to work on the
Scheduling Replacement project. Performed analysis work to determine requirements for
modifications to the legacy system. Identified and coordinated the encapsulation of 24 legacy
applications. Performed Code and Unit Test reviews on interfaces and other activities by the
Scheduling Replacement team. From June, 2004 have served as Configuration Manager utilizing
Visual Source Safe (VSS) as well as Rational ClearCase and Rational Clear Quest. Established
the Change Control process and chaired the SR CCB meetings· Wrote and established the Configuration
Management Plan for the Scheduling Replacement project. Mentored junior development staff. Coordinated
CM activities with CM staff located at Bay Pines, AAC and SwRI in San Antonio, TX and assisted in
the resolution of issues. Assisted on national committee to establish CM procedures for M (MUMPS)
development within the VA.
From May, 2005 to present have been leading a Scheduling Application project with World VistA. Performed
analysis work to determine requirements for an application that will replace the legacy scheduling application
that will be disabled after the VA implements it's new replacement scheduling application. Design system and
package architecture, file structure and coding requirements of the scheduling package. Perform all
Project Management activities with the project.
1999–2001 DAOU-Systems Inc Kensington, MD

Worked on the BBAHC (Bristol Bay Area Healthcare Corp.) project, updating and implementing the HL7 software
with TCP/IP functionality. Worked on the BBAHC project, establishing files and code for Chargemaster
functionality within RPMS. Coordinated the technical development to interface a MediTech billing and
patient management system with RPMS. Prepared proposals for new projects and assisted Sales staff in
presentations and negotiations. Provided help with system support issues concerning the VISTA development
systems and the BBAHC test system. Performed DBA duties for the development systems. Worked with MSM,
Cache’, DSM, VMS, Windows 98, Windows 2000, Win NT, WANs, LANs, TCP/IP, email protocols, Microsoft Word,
Access, Project, PowerPoint and Excel.· Project manager for development and patching activities for the VA
Library package. Assisted in support of the CHCS II project at Patuxent River NAS on a DOD project.
Prepared documentation for Software Requirements Specifications (SRS), Software Design Documents (SDD),
Installation Guides, User Manuals and Technical Manuals. Prepared and conducted FileManager training for
programming staff· Completed all phases of Claims Analyzer interface project with DVA Visn 7. This
interface was between the VA’s Billing system and an Oracle based analyzer on a dedicated server.
Served as Project Technical lead from the initial coordination through product delivery. Product
delivered on time and within budget.

Designed and developed custom software for hospital, Doctor’s office and small business applications.
Marketed software and hardware systems and provided application support. Operated business on a
part-time basis while working for the Department of Veterans Affairs. Developed courses for training
students to program in M(MUMPS). Provided consulting services for computerization of small businesses.
1988–1999 Dept. of Veterans Affairs Med. Ctr. Bay Pines, FL
Senior Computer Programmer/Analyst
Supported all financial, HR, and QA software installed at Bay Pines VAMC. Developed custom software for
local and national use. Beta tested and assisted in the development of numerous software packages to
include the Oncology/Tumor Registry package. Served as Project manager for several local software initiatives.
Served as JCAHO Liaison for the IRM Service to ensure that all IT criteria set forth by JCAHO was
complied with by the medical center. Provided on-call support for all packages on a regular basis. Wrote
interfaces between M(umps) systems and SQL databases.

Installed computer hardware and peripherals· Installed software upgrades and patches. Assisted in
the development and troubleshooting of custom software for the medical center. Managed the IRM
work-study program overseeing the use of college students to provide support for the preventive
maintenance program. Developed and implemented a preventive maintenance program for computer equipment.
Performed system backups and provided backup support as system manager.
1983–1986 Universal Agency Montgomery, AL
Owner·
Owned and operated an insurance agency with general agency contracts to represent 13 insurance companies
with life and health insurance products. Hired, trained and managed a staff of 5 insurance agents and one
secretary. Wrote software in BASIC to handle all bookkeeping tasks for the agency. Wrote software in
BASIC to compute and print insurance proposals.
1982–1983 Southern Fast Track Training Institute Montgomery, AL.
Co-Owner
Co-Owned SFTTI, a school for insurance agents providing the 40 hour training required for state licensing.
In less than one year we were certified to train for the states of Alabama, Georgia, Tennessee and Mississippi.
Hired and trained a staff of 4 instructors and taught classes when instructors were not available.
Developed and taught courses in salesmanship to students outside and inside the insurance industry.
1981–1982 Combined Insurance Company Chicago, IL
Sales Manager
Managed a group of 8 agents selling accident insurance. Provided training, supply and logistical support
for the agents. Provided communication between agents and the home office. Handled all bookkeeping duties
for the group working in central Alabama.
1971–1981 US Army Fort Bragg, NC
Staff Sergeant
Member of Pathfinder unit in the 82d Airborne Division for 8 years.· Served as Pathfinder Team Leader
for 7 years· Served 2 years on Special Forces HALO team as a Light Weapons Expert. Attended almost every
leadership academy available at that time. Regularly taught classes ranging in size from 3 to 300+
students in airmobile operations, jungle warfare, survival, SEER and demolitions. Training accident
resulting in medical retirement with 50% disability.
